Challenging the Media Policy in Jammu & Kashmir

The Peoples Democratic Party (PDP) has recently called for the scrapping of the Jammu and Kashmir (J&K) media policy, which they argue is designed to suppress press freedom. During a session in the Assembly, PDP member Waheed Para expressed concerns regarding the media censorship that emerged following the abrogation of Article 370, highlighting the detrimental impact on journalism in the region.

Critique of Current Media Policy

Para criticized the existing media policy, stating, “When J&K was downgraded into a Union Territory, the first action was mass censorship and a communication blockade. The media was the biggest casualty.” He argued that the current policy does not require just a review; it should be entirely discarded.
In a written response, the J&K government mentioned that it is working on a new media policy to adapt to emerging platforms like social media. They aim to align with standards set by the Directorate of Advertising and Visual Publicity, Government of India.

Restoring the Kashmir Press Club

Additionally, Para addressed the closure of the Kashmir Press Club in 2022, urging the government to relocate the police station operating from its premises and restore the club to journalists. This move is viewed as essential for reviving journalistic independence in the region.

Concerns Over Censorship

The 2020 media policy mandates extensive background checks on journalists before they receive press accreditation and restricts advertisements to media entities that do not incite violence or question national integrity. However, it lacks clarity on terms like “fake news” and “anti-national activities,” leading to increased censorship and denial of advertisement opportunities for various newspapers.
