BENGALURU: In a significant step towards ensuring fairness in examinations, the Karnataka High Court has instructed the Karnataka State Law University to establish comprehensive guidelines and standard operating procedures (SOP) to safeguard the integrity of its assessments.
Technological Enhancements for Examination Transparency
Justice Suraj Govindaraj, while addressing a petition from first-year LLB student HM Rahul, emphasized the importance of technological integration in maintaining examination transparency. The court mandated the installation of high-resolution CCTV cameras in exam halls to monitor activities, ensuring real-time uploads to secure servers to prevent tampering.
Invigilator Accountability
Furthermore, the court ruled that invigilators must wear high-resolution body cameras to document their movements during examinations. This footage will be uploaded instantly for verification, reinforcing accountability within the examination process.
Jammers to Prevent Malpractice
To combat unauthorized communication, the judgment calls for the installation of jammers at exam venues. Flying squad officials are also required to wear high-resolution cameras during inspections, ensuring that recordings are uploaded immediately to prevent manipulation.
Addressing Allegations of Malpractice
In cases of alleged malpractice, universities must notify students via their official email addresses collected during admission. The court has mandated video recordings of student statements and malpractice committee proceedings, adhering to Section 105 of the Bharatiya Nagarik Suraksha Sanhita.
A Fresh Review for HM Rahul
The case of HM Rahul, who faced disciplinary action after being accused of malpractice, has been returned to the malpractice committee for a fresh review. The court has permitted him to participate in current examinations, with results pending exoneration.
