Karnataka CM Urges 1971 Census for Fair Delimitation, Warns of Southern States’ Loss

Delimitation Controversy: Karnataka CM Raises Concerns

BENGALURU: Karnataka Chief Minister Siddaramaiah has voiced strong opposition to the potential use of the latest population figures for the upcoming delimitation exercise. In a statement released on Thursday, he emphasized that utilizing updated population data would severely disadvantage southern states.
Siddaramaiah called for clarification from the Centre on whether the delimitation process would adhere to the 1971 Census, as has historically been the practice following constitutional amendments. He stated, “It is evident that if delimitation is carried out based on the latest population ratio, it will be a severe injustice to southern states.”
His remarks come on the heels of Union Home Minister Amit Shah’s assurance that southern states would not lose a “single parliamentary seat” due to delimitation. The Karnataka CM, however, dismissed this claim as “untrustworthy,” arguing that states like Karnataka, Tamil Nadu, Kerala, and Andhra Pradesh have effectively managed their population growth over the past fifty years.
Siddaramaiah warned that if the delimitation were based on the latest Census, significant reductions in Lok Sabha seats could occur. He cited potential losses for Karnataka (from 28 to 26 seats), Andhra Pradesh (from 42 to 34), Kerala (from 20 to 12), and Tamil Nadu (from 39 to 31). In contrast, he noted that northern states like Uttar Pradesh and Bihar could gain representation.
“Is the home minister unaware of this?” he questioned, expressing his view that this move is “unacceptable.” He urged that either the 1971 Census should remain the basis for delimitation, or the total number of Lok Sabha seats should increase proportionally.
Siddaramaiah also pointed to systemic issues affecting Karnataka, including disparities in tax distribution and disaster relief funds. He called for unity among Kannadigas to oppose the proposed delimitation plan and indicated ongoing discussions with other southern states to launch a coordinated movement.
