Bengaluru Tops the List as India’s Best City for Women in 2024
Bengaluru has officially surpassed Chennai as India’s leading city for women in 2024, according to the recently released ‘Top Cities for Women in India 2024’ (TCWI) report by The Avtar Group, as reported by The Hindu on January 9.

The TCWI report highlights that Bengaluru is followed closely by Chennai, Mumbai, Hyderabad, and Pune, showcasing a competitive landscape for women in urban India.
Ranking Methodology
The TCWI index identifies model cities and their best practices, providing a framework for organizations, policymakers, and individuals to promote the development of inclusive environments. Avtar emphasizes that this index is critical in advancing women’s progress across the nation.
The report is compiled using diverse data sources, including the Centre for Monitoring the Indian Economy (CMIE), World Bank statistics, crime records, and the Periodic Labour Force Survey, along with Avtar’s primary research. A nationwide survey conducted from February to November 2024 collected insights from 1,672 women across 60 cities in India.
City Inclusion Score
Cities were ranked based on an overall ‘City Inclusion Score’ (CIS), which considers three pillars: Social Inclusion Score (SIS), Industrial Inclusion Score (IIS), and Citizen Experience Score (CES). The South emerged as the most inclusive region, with a notable average CIS of 18.56.
Highlights from the Top 25 List
Notably, Tamil Nadu cities dominate the rankings, with eight cities, including Chennai, Coimbatore, and Madurai, making the Top 25 list. This trend underscores the importance of regional development in creating gender-inclusive environments.
